>> starting over in the aftermath of sandy. we're seeing small signs of progress ooze millions of people remain without -- as millions of people remain without power. "good morning washington" begins now. >> trouble spots to the north. new jersey hit the hardest. good morning, washington. it is thursday, november 1. i'm steve chenevey. >> i'm cynne simpson. good morning to you. we have learned some local schools will be closed today. in prince jornl's county, cham forge early childhood center will be closed. they don't have power yet. lothian elementary. magothy river and severn river

middle school and south earn middle school closed today. >> we still have a little bit of cloudiness that is going to be lingering. breaks of clouds and breaks of sunshine. expect that miss throughout the day today. even a sprinkle much like yesterday. temperatures below average for our highs and that will be the trend in the days ahead and the weekend just around the corner looks relatively quiet. so kind of a boring weather day i guess overall. that's ok, right? we don't need another sandy. that's for sure. taking a look at live super doppler. i don't think most of that is reaching the ground. we'll make our way into the 50's by this afternoon. let's take a look at traffic with jamie. good morning.

>> good morning, jackie. we like to quiet weather. take a look at a couple of our cameras as we hit the roads running. i-275, doing fine. in the district, northeast because turnover structure we were telling you about florida avenue remains closed between third and sixth street. no problems to report here. we come across the 14th street bridge into town. steve, back to you. >> we want to get to jumei. what's the latest? >> the lapd is reporting they have at least one person in custody involved in the shooting, possibly a second person could be in custody. what we have been able to learn is that four people were shot

just after 12:30 this morning west coast time. about 30 minutes later is when university police sent out the alert locking down the campus. we know one of the victims is in critical condition and that victim seems to be the intended target in this shooting. we have also learned three other bystanders were shot and they received non-life threatening injuries. we hear none of these people shot and the gunmen went to the university of southern california. there appears to be some sort of dispute not related to the university. an "l.a. times" reporter is reporting be some type of gang violence. we know the university continues to urge students to stay indoors, keep away from the scene as they investigate what going on at the student center, where this halloween party was being held. the l.a. police department will be holding a briefing.

we'll be tuned in and listening to what is going on over there and hopefully update you with more information. >> thanks for the update. it is 5:04 now. millions of people on the east coast still without power. >> some of them without power. pepco only reporting 23 customers without power. that's in d.c. montgomery county and prince george's county. dominion with 3100 outages in northern virginia and b.g.e. with 6400 outages in maryland. >> maryland governor martin o'malley will spend the day in another part of the state hit hard by sandy. >> he will visit garrett county. take a look at this. two feet of snow from the storm. o'malley meeting with local leaders and emergency management officials. he will also visit a shelter. >> president obama getting a

first hand look at the destruction in new jersey. danger continues. on wednesday a gas main broke that sparked several fires. the president told storm victims the government is there for them and he will not tolerate any red tape. >> the federal government will be working as closely as possible with the state and local officials and we will not quit until this is done. >> in the new york area, there are signs of progress as well. kennedy and newark airports reopened with limited service. parts of the subway system will run today and amtrak will start running trains in and out of new york tomorrow. >> good progress there. five days to go until election day. president obama returning to the campaign trail today. he has stops in several states. >> his challenger mitt romney will campaign in the battleground state of virginia. >> the president's advisors

insist his break will have minimum impact on his standing. if anything, his time in new jersey showed his presidential leadership. only time will tell if the cancellation of a number of events by each candidate will hurt. the president put his push on hold as he surveyed the damage along the jersey shore. today he is in wisconsin, nevada and colorado. now in such a tight race, mitt romney couldn't afford to lose another day on the campaign day. campaigning in florida, a state that is a must-win for him. he set aside his usual attacks and stuck to a more subdued, optimistic tone. he will be closer to home in roan eke this cramp. 19 p.m. million -- this afternoon. 19 million have voted. there are more republican votes in colorado. five days to go.

share with us. hey! >> hey! i am definitely a casualty of a candy hangover today. not just candy. anyway, let's take a look at the river conditions. in alexandria. the river nice and quiet. yesterday the river was up around 9:00 p.m. when it reached high tide. the level at that point was 3.2 feet. flood stage is 2.7 feet. the wateruld be around two two and a half feet above normal tide. yesterday evening where i'm standing here now was submerged. there is a coastal glad warning here for the district, alexandria prince george's county and fairfax county until 2:00 p.m.. you were talking about halloween. let's get back on topic here.

[ earnest ] out of the blue one day we were told to build a 30-foot stage. gathered the guys and we built that 30-foot stage not knowing what it was for. just days later all three shifts were told to assemble inin the warehouse. a group of people walked out on that stage and told us uhat thelant is now closed and all of you are fired... i looked both ways i looked at the crowd, and...we all just lost ourobs. we don't have an income. mt romney made over 100 million dollars by shutting down our plant and devastated our lives. turns out that when we built that stage it was likeld building

the struggle between store owners, residents and local lawmakers. many are fuming and what this drug banned. >> thanks so much. 5:17 is the time. the sheriff's office released the sketch of a man wanted in a deadly shooting in waldorf. the suspect is likely in his early 20's, about 6-feet tall. a man and woman were walking their dog along a path on new hampshire circle last friday. the man pulled out a gun and shot at them killing the woman. her husband remains hospitalized with serious injuries. authorities believe this crime was a random attack. >> 5:17 now. jackie is back with us. we call continue to recover from the storm. >> we continue to recover from halloween as well. a lot of people waking up bleary-eyed this morning.

check out this picture. this is my little cousin in sacramento who dressed up as michael jackson. i don't know if we have the full shot. he has a silver glove on. >> you can't be mukes without the glove. >> michael jackson without the glove. waking up after halloween and we have a cloudy and chilly start this morning. we're socked in with the cloudiness and that is going can be like yesterday. we're going to have a great rest of the day and then the clouds came right back. today so much just like that. you can see how overcast it is at this hour across much of the metro area. like super doppler showing a little moisture up here into western and northern maryland and in northern virginia. i don't think any of that is hitting the ground, though, this morning. it looks a little too light.

what we call virga. it evaporates before it hits the ground. we're hoping to see a little bit more sunshine today than yesterday. 46 degrees. that's our current temperature. dew point down to 35. that is good. a spread of 10 degrees. 41 in dulles. 43 in gaithersburg. the jet stream down to our south. we have this big deep as you can see. we call that a trough. when we're in troughy conditions we tend to be unstable and get showers at times and also allows the door to open up to canada, levering that cool air in our region. until we get rid of this troughiness, we're going to stay just like this. that is what we expect through the seven-day forecast. into the future, we'll make it into the 50's as we head into the afternoon hours but we will see occasional cloudyiness. a break of sunshine as well.

together to help the victims of hurricane sandy. at&t and t mobile will allow customers to make calls on either network without incurring roaming charges. another sign of cooperation, new yorkers coming together to charge up their gadgets anywhere and any way they can plugged into power strips and posted the results online. apple fan also have to wait longer for the new itunes software. it is delayed for about month. the new design will feature a simpler inner face. research in motion is one step closer to releasing their new blackberry 10 smart phones. they have started testing them. they are expected to go on sale sometime early next year. those are your tech bites. have a great day. i'm rob nelson.

all about. >> straight ahead, despite the devastation, new york and new jersey coming together to recover from sandy. good morning to you, washington. it is thursday november 1. i'm cynne simpson. >> i'm steve chenevey. we want to get straight to the meteorologist. we still have power outages here. people waking up a little chilly. >> it really is it is a morning you really want to have the heater on. the impact of sandy is still here too. maryland mayor martin o'malley is going to be touring garrett county, maryland today. still without power from two to three feet of snow. still dealing with the cloudiness this morning. 41 in dulles. 39 in manassas. 43 in gaithersburg. we should make it up to 52 by noon. 56 by 5:00.

it should be cool. another dry day with sometimes clear skies, sometimes cloudy. hopefully not so fickle with the traffic. let's head to traffic with jamie. >> it is easier than we have had all week. as we get underway, virginia, maryland, your travel lanes are open. the district 395 off the belt way, your lanes are open. a reminder in northeast d.c., there was a building fire and they expect vdot and crews there for a few hours. also because of that, they expect the potential for bus delays. keep that in mind, please. everyone looking good. no problems in silver spring here. >> not a bad start to the day.

thanks, jamie. 5:31 is the time. new york and new jersey struggling to get back on their feet. there were some signs of normal si. >> wall street open. two of the three airports open. the subway system roaring back to life in parts. >> the nation's largest public transit system will begin rolling again but with limited service. some tunnels and station recess main flooded and power is still out in much of downtown. but the lights began to turn back on in some areas near wall street. still, subways won't run yet for the city's financial district. traffic clogged the streets as people returned to work. mayor bloomberg announced only vehicles with three or more occupants will be allowed to enter manhattan between 6:00 a.m. and midnight. as new york slowly rebounds, new jersey is struggling to recover.

fleets of earth movers are working to relieve streets caught by sand and debris. residents are worried about gas leaks and the apparent shortage of gas crews to help shut down ruptured lines. >> where are all of these gas truck? you got down the block. we got down the block. why can't we get gas trucks down the block? >> president obama toured the damage with governor chris christie. >> i cannot thank the president enough for his personal concern and the compassion for the people of our state. >> what i can promise you is that the federal government will be working as closely as possible with the state and local officials and we will not quit until this is done. >> and then there is halloween. many towns decided to postpone it, but some were not deterred. on long island, super heroes and cats were out. in new york city, even with the power out, trick or treaters took to the streets. >> in this part of lower

manhattan, the lights are back on for the first time since sandy struck. in a few hours, all three of the major airports will be back online. >> an update now on the recovery efforts here in the d.c. area. pepco says it has restored power to just about everybody who lost it during the storm. thousands of people, many dominion customers still without power. 10,000 total. today governor martin o'malley will visit garrett county. there was only minor flooding in old town alexandria. that power figure from all three power companies combiped. >> we're learning that the state attorney is expected to announce today that the former penn state

spanier is going to be charged with perjury and obstruction of justice. he was forced to resign when all of o these charges were filed against sandusky a year ago. when contacted late last night his lawyer said he had no comment about what could come out later on today. spanier has said he really knew nothing about the 2001 incident in the shower involving sandusky and a young minor. he said he was made aware of very few details and that other administrators were handling this. he is expected to be charged with perjury and obstruction of justice. we'll be keeping an eye on what is going on in pennsylvania today. we'll update you on air and online. >> 5:35 now. new this morning investigators trying to find out what caused a fire at a ware house in northeast d.c.

that fire broke out on the 400 block of north street. no injuries have been report. >> police announce that a shooting in northeast d.c. is a homicide. one man shot several times. police are not releasing any information on any possible suspects. the search continues for those behind a the shooting of a teenager in southeast d.c.. he was shot near alabama avenue. no word on his condition. no word of any arrests. >> new details emerging in a developing story. a nationwide manhunt grows for a virginia man who investigators believe might strike again. re looking for this man. 25-year-old laurence stewart in connection now with three bombings. >> good morning to you. the manhunt is on this morning

for laurence stewart, the man allegedly behind three different pipe bomb attacks, according to authorities. take a look at some of this exclusive video. you can see heavily armed agents raiding a mobile home here in stafford believed to be booby trapped as investigators try search for the suspect. early tuesday morning, he first threw a pipe bomb into a fredericksburg home. two other homes as well. one of his former fiancee. >> this guy is extremely dangerous. we believe he has explosive devices that he is currently traveling with right now. >> stewart was already wanted on other charges. he is facing attempted capital murder of a law enforcement officer, use of a weapon or device of a terrorist act. now again, police are looking

>> another cool morning this morning. >> i know, right? it is going to stick around for a while. you know it is fall so you expect the cool air. but this is unseasonably cool and we're going to stick that way for a little while. let's show you live super doppler. we have a little moisture trying to pick up there into extreme northern virginia and into northwestern maryland. most of what you see there is virga. rain is coming down but it evaporates before it ever quite reaches the surface. maybe a sprinkle. that's about all you're going to get out of that. it is very similar to the situation that you saw yesterday. the temperature definitely a bit on the cool side to start you out. we mostly have 40's on the map. 46 at reagan national. 41 at dulles and 42 in fredericksburg. let's compare this to the averages. yesterday we only hit 55.

our average high for this time of year, 63. we're a little closer to average low than the average high. our records, not going to touch anywhere near either of those for today. we're socked in with the cloudiness. you can see a little bit of moisture trying to sneak in. dry air trying to build its way in as well. we'll have some breaks and see some periods of blue skies and then have cloudy skies too. this is the jet stream pattern. you can see the big dip that goes down to our south and that is going to be controlling our weather throughout much of the three to five days or so. it keeps the leftover moisture from the remnants of sandy in place. it is going to be tough to get nothing but sunshine. at least until the weekend. so that is definitely the future here. you can see the temperatures making it into the 50's this afternoon. you can see quite a bit of cloudiness. at times we'll get the breaks, and you'll see some blue trying to pop up in there as well.
